An ice dam is a ridge of ice along the lower edge of a roof. Heat escaping from the house warms the upper roof and melts the snow. The meltwater runs down to the overhang, which sits over cold air, and freezes again. Each melt adds to the ridge, and water starts to pool behind it and back up under the shingles, where it can leak into the attic, walls and ceilings.
Northern Colorado winters make this common: snow melts on a sunny afternoon and refreezes as soon as the sun goes down.
Full gutters make it worse. Leaves left in a gutter freeze solid and give the ice something to build on, which is one reason to book gutter cleaning in late fall.
Heat cable is an electric cable that warms just enough to melt a channel through snow and ice. It does not clear the whole roof. Its job is to keep a path open so meltwater can get off the roof and away from the house.

For roofs and gutters, yes. People use both names for the same thing, and so do we. Strictly speaking, “heat tape” also describes the cable made to stop water pipes freezing, which is a different product. If you are looking for heat tape for your roof, roof and gutter heat cable is what you want.
There are two main types. Self-regulating cable puts out more heat as it gets colder and less as it warms up. Constant-wattage cable puts out the same heat all the time, so it is usually run on a thermostat or controller.
Not on its own, and it is worth knowing before you buy. Heat cable deals with the water: it keeps it moving, so it is less likely to back up under the shingles. The cause is heat reaching the roof from inside the house, which comes down to attic insulation and ventilation. That is work for a roofer or an insulation contractor, and worth a look if you get ice dams every winter. Some homes need both.

Before winter. The cable is clipped to the roof edge and run through the gutters, which is straightforward on a dry roof and slow, risky work on an icy one. If your gutters are due for a cleaning, have that done first so the cable goes into clean gutters.
